The Warburton MTB project has been in development for over two years. The project was supported by more than 22 people who testified at a public hearing held December 8, 2010. The public hearing was a success and a plan for development was approved by the Parks and Recreation Commission. After the public hearing, the Commission decided whether to endorse the project.

The Commission ultimately did not endorse the project. The Memorial Committee requested that a planning committee prepare a revised plan which would be presented to Commission. This plan would include an analysis of the potential impact on local economies and the tourist market. The committee would also evaluate possible trail sites and recommend sites.

The International Mountain Bike Association (IMBA) maintains the MTB Project, a database that contains mountain bike trails. Adventure Projects, which creates authentic communities for outdoor activities, created the database. In addition to the database, the project includes a website, virtual rides, and photos.
